Biography
Peel was born on 7 January 1867, in London. He was related to former Prime Minister Robert Peel. He practiced as a Barrister before becoming a War Correspondent for the Daily Telegraph, after which he turned to politics and became a Conservative MP. Peel passed the Indian Official Secrets Act, and was in office when the Swaraj Party was established. He returned for a second term in 1928 before the Conservatives lost power in the 1929 election. During this time the Simon Commission was making its tour of India.
