Biography
Bulwer-Lytton was born on 9 August 1876 in Simla. He had previously been Under-Secretary of State for India before becoming Governor of Bengal. He was also a writer on administration in India. Bulwer-Lytton was Acting Viceroy whilst Lord Reading was on leave. His father had also been a Viceroy of India. He would later go on to become a key figure in the League of Nations, but never achieved as high a domestic political office than his previous posts.
