Biography: Carmichael was born near Edinburgh, and attended Cambridge University. He had a political career as a Member of Parliament for the Liberals, and was Governor of Victoria from 1908 to 1911. He was then briefly Governor of Madras. Carmichael was the first Governor after East and West Bengal were reunited in 1912. He retained this position until 1917 - throughout the majority of World War One. Carmichael was Governor of Bengal during the supposed Hindu-German Conspiracy years. He was also a freemason.
