Biography
Caroe was born on 15 November 1892. His father was an architect. He attended Oxford University and fought in India during World War One. Remaining there after the war, he joined the Indian Civil Service in 1919. He was Chief Commissioner from 1937 to 1938. Caroe became Governor in 1946. He was replaced in 1947, having had difficulty balancing the interests of the Congress Party and the Muslim League.
