Biography
Fowler was born on 16 May 1830. He was a Liberal politician and had previously been a solicitor. He was Secretary of State for India whilst the Earl of Rosebery was Prime Minister. During this time the Mullaperiyar Dam was built. He later held offices under Campbell-Bannerman and Asquith. He died on 25 February 1911 in Wolverhampton.
