Biography: Macartney was born on 14 May 1737. He was previously an envoy to Russia, and the Governor of Grenada from 1776 to 1779. He is widely known for his observation after the Seven Year's War that Britain was "a vast Empire, on which the sun never sets". Macartney was also the last President of Madras, before the role of Governor was introduced by the Pitt Act. From then on, the Governor of Madras was subordinate to the Governor-General of Bengal, in Calcutta. Macartney rebuilt fortifications at Madras and negotiated the Treaty of Mangalore, before departing in 1785. He declined the position of Governor-General, and later became the first envoy to China. He died on 31 May 1806.
