Biography
George Joachim Goschen was previously employed in Australia, was a major in the army and had also been a Member of Parliament. During his time as Governor of Madras the Madras Presidency Radio Club began broadcasting. He also established colleges and hospitals in this position. He was helpfully good friends with the Chief Minister of Madras, the Raja of Panagal, during the dyarchy period. Goschen also acted as Viceroy for a short while in 1929. This was whilst Lord Irwin, the incumbent viceroy, was on leave. His father the 1st Viscount had previously been offered the position.
