Biography
Napier was born in Scotland. He had an extensive diplomatic career in America, Russia and Prussia before his appointment as Governor of Madras. He faced a famine upon arrival, and worked to relieve it with Florence Nightingale. He also built and planned many dams in Southern India, including the Mullaperiyar Dam. When the Earl of Mayo was assassinated, Napier stepped in as Acting Viceroy. He did not return to his position as Governor of Madras. Instead he returned to Britain. He died in Florence in 1898.
