Biography
Russell was born in Rome on 19 February 1869 to the 1st Baron Ampthill and Lady Emily Theresa (née Villiers), Lady of the Bedchamber to the Queen. He was educated at Eton and appointed Governor at the relatively young age of 31. Russell's spell as Governor of Madras was interrupted by a brief spell as Acting Viceroy. During this time he acted to preserve the policies of his predecessor Lord Curzon. Returning to his post in Madras, Russell inaugurated the King Institute in Madras and the Cochin State Forest Tramway. He left India in 1906 and died on 7 July 1935.
