Biography
Andrew Fraser was born on 14 November 1848 in Bombay. He went to Edinburgh University and joined the Indian Civil Service in 1871. He was appointed Chief Commissioner in 1899. He left this post to become President of the Police Commission. In 1903, Fraser was appointed Lieutenant Governor of Bengal. After the partition of Bengal he continued on in Western Bengal. He experienced two failed assassination attempts, in 1907 and 1908. After he was replaced he wrote memoirs about his time in India. He died on 26 February 1919.
